El economista Alfredo Zaiat analiza la medida de congelamiento de precios por 60 días y explica las fuentes de presión inflacionaria en el país
La medida de congelamiento de precios por 60 días acordada entre las grandes cadenas de supermercados y la Secretaría de Comercio de Guillermo Moreno ha causado diversas polémicas. Son muchos los que se cuestionan su efectividad y que se preguntan qué ocurrirá el día 61, cuando el acuerdo llegue a su fin.
“Es un primer paso, hay que entender que, históricamente, tanto aquí como en el mundo, ha habido varias experiencias de congelamiento de precios y hay que pensarlas como herramientas de la política económica”, explicó el economista Alfredo Zaiat.
En ese sentido, aclaró: “No es una receta mágica ni una medida que soluciona per se un problema que pueda existir con los precios. Debe estar contextualizada y pensada desde la utilidad y la necesidad”.
Analizando los objetivos de la actual iniciativa, el especialista planteó que “no se trata de un congelamiento de precios tradicional, como el que se vivió en Argentina hace algunas décadas o los que tuvieron Estados Unidos, Alemania o Francia en algún momento de su historia”
“Este es un acuerdo informal con las grandes cadenas de comercialización, a las cuales luego se fueron sumando otras cadenas de electrodomésticos y alimentos y bebidas. La diferencia es que acá no hay un listado de precios, ni una referencia para la población”, sostuvo Zaiat en diálogo con el programa “Ríos de tinta” de Radio Arinfo.
El economista expuso tres metas que el Gobierno Nacional se plantea con el congelamiento de precios por 60 días: “El primer aspecto relevante es que esta medida tiene que ver con la política. El gobierno muestra de esta forma, implícitamente, que se preocupa y se ocupa por lo que está pasando con los precios de alimentos y bebidas. Esto es parte de la disputa política con quienes dicen que no le interesa esta cuestión”
“Por otro lado, es un mensaje o una señal a las futuras negociaciones salariales. En ese sentido, ya ha habido una muestra de lo que el gobierno aspira en un sector muy dinámico y con elevada rentabilidad, como los aceiteros, que cerró una paritaria del 20%.”, añadió.
En tercer lugar, consideró: “En último lugar está la cuestión de las expectativas inflacionarias, la suba de precios inerciales. Esto apunta a cortar ese proceso”
En el aire de Radio Arinfo, Zaiat reflexionó respecto a estar arista de la economía que tanto preocupa a la población: “Hay que estudiar y analizar las fuentes de presión inflacionaria de la economía argentina, que no son las tradicionales que nombran los ortodoxos y conservadores. Hoy en Argentina existen cuatro o cinco fuentes importantes de presión inflacionaria, entre las que están: la puja distributiva, los mercados oligopólicos, la suba de los precios internacionales y la situación vinculada a la estructura productiva por los niveles de concentración. Allí el estado debe intervenir con herramientas de política económica”
“Es cierto que hay aumento de precios y el problema principal está en el rubro de alimentos y bebidas. Pero hay una diferencia semántica, una cosa es el cambio en los precios de los productos y otra cosa es un proceso inflacionario general, que implica un aumento en cada una de las actividades y rubros del funcionamiento de la economía, como por ejemplo, los servicios públicos”, concluyó.
