Fabian D'aloisio, coordinador del proyecto, explica cómo lo están llevando adelante y cuáles son sus programas vinculados al medio ambiente
El programa “Intervención urbana” por Radio Arinfo entrevistó al Coordindor Municipal del Proyecto de Presuesto Participativo del municipio de Avellaneda, para contar cómo se implementa este programa por el cual los vecinos deciden a qué obras se destina el 3% del presupuesto.
“Yo coordino el programa, él cual está desde que se inició la gestión de Jorge Ferraresi en Avellaneda. Él impulsó la implementación del presupuesto participativo desde que aumió la intendencia.”, dijo el funcionario y agregó: “Es un privilegio para el municpio porque no es algo que se lleve a cabo en muchos lados y, la realidad es que construye un vínculo muy importante con los vecinos.”
En relación a la votación de proyectos que se está realizando actualmente, explicó: “Las elecciones que estamos haciendo ahora corresponden al año pasado. Durante el 2011 trabajamos en las asambleas barriales realizadas en Avellaneda, pero, como en diciembre coincidía con la asunción de nuevas autoridades, no quisimos mezclar las cuestiones y postergamos por unos meses las elecciones de los proyectos.”
D'aloisio también indicó la singularidad de la implementación de este programa en Avellaneda, el cual aún no tiene mucha repercusión en el país. “Actualmente hay alrededor de 60 municipios que participan de la Red Nacional de Presupuesto Participativo. La cifra va creciendo pero, si tenemos en cuenta que en todo el país hay 2200 municipio, queda claro que hay un largo camino por recorrer.”, señaló.
El Coordinador del proyecto destacó en diálogo con Radio Arinfo la importancia de la cuestión ambiental en el munipio. “Estamos trabajando con ACUMAR y prestando mucha atención a la problemática de la contaminación. También es una cuestión central para la Universidad Nacional de Avellaneda”
“En lo que respecta al Presupuesto Participativo, dentro de nuestros variados 78 proyectos, pudimos conformar tres proyectos que tienen que ver con el cuidado del medio ambiente en distintas localidades”, comentó y detalló sus caracteríticas: “En Piñeyro tenemos el proyecto número 42, que es una campaña de concientización e higiene urbana. Esto incluye la colocación de cestos y señalética, además del trabajo con las escuelas. En Sarandí tenemos otra propuesta, la cual también se va trabajar con charlas, material de difusión, carteleria y nuevos cestos en la zona de “La Saladita”. Finalmente, tenemos un proyecto en Domínico centro, el número 22, que se llama “Domínico recicla”. Allí trabajaremos con dies instituciones barriales en la colocación de tachos para la separación de los residuos.”
“Es un paso muy importante que pudismo dar en este primer año. Los resultados de lo que vote la gente se volcará a la concreción de los proyectos. Tenemos una base de 15 millones de pesos y se van a realizar entre 30 y 40 obras, la misma cantidad en cada localidad. El año pasado contamos con 10 mil votos, esta vez esperamos un 30 ó 40% más”, concluyó D'aloisio con optimismo.
